This build emphasizes Heizou’s individual damage capabilities, allowing him to be a strong on-field attacker. The 4-piece Viridescent Venerer set is a top contender here, as it not only increases Anemo damage but also shreds elemental resistance, indirectly boosting his damage output even if Swirl isn’t the main focus. Alternatively, a combination of 2-piece Viridescent Venerer with a 2-piece ATK +18% set (like Gladiator’s Finale or Shimenawa’s Reminiscence) can provide a balanced approach. For his main stats, prioritize an ATK% Sands, an Anemo DMG Bonus Goblet, and a Crit Rate or Crit DMG Circlet. For his main stats, aim for triple Elemental Mastery (Sands, Goblet, Circlet). This dramatically increases the potency of every Swirl he triggers. Substats should prioritize additional Elemental Mastery, followed by Energy Recharge to ensure consistent Burst uptime, and then Crit Rate/DMG or ATK% if you wish to retain some personal damage. This build transforms Heizou into a highly effective reaction driver and team enabler.
Weapons
Heizou benefits from various catalyst options, both five-star and four-star, depending on the chosen build and available resources. For an Anemo DPS build, five-star catalysts like Lost Prayer to the Sacred Winds (Crit Rate, Elemental DMG Bonus), Skyward Atlas (ATK%, Elemental DMG Bonus), or Kagura’s Verity (Crit DMG, Elemental Skill DMG) are excellent choices, providing substantial offensive stats. Among four-star options, The Widsith is highly coveted for its Crit DMG substat and powerful random buff, making it a fantastic burst damage option. For Swirl DPS/Support builds, weapons that offer Elemental Mastery are ideal. Sacrificial Fragments provides a large EM bonus and has a chance to reset his Elemental Skill cooldown, addressing its potentially lengthy cooldown. Mappa Mare, a craftable option, also offers Elemental Mastery and further buffs elemental damage after triggering a reaction, making it an accessible and solid choice. Solar Pearl (Crit Rate) from the Battle Pass can also work for hybrid builds, offering a balanced mix of stats.

Shikanoin Heizou is not your typical Tenryou Commission Doushin. Renowned throughout Inazuma as the finest detective the commission has ever seen, his reputation precedes him, striking fear into the hearts of criminals far and wide. Despite his fame and undeniable skill in uncovering truths, Heizou maintains a casual demeanor and an unconventional approach to his duties, often seen more interested in pursuing complex puzzles than regular patrols. His colleagues, however, hold him in high regard, and his superiors rarely question his methods, given his impeccable track record of resolving even the most intricate cases. This unique position allows Heizou a considerable degree of freedom, letting him follow his own intuition and methods without bureaucratic interference.
Heizou’s detective journey didn’t begin with the Tenryou Commission. Initially, he worked alongside Bantan Sango at her detective agency, which eventually became the Bantan Sango Detective Agency known today. Their partnership, however, dissolved due to a fundamental disagreement on the nature of justice and truth. This conflict reached a head during a specific case where Heizou and Sango diverged on how to handle the discovered truth – whether to reveal a painful reality or allow individuals to remain in blissful ignorance. This philosophical split solidified Heizou’s resolve to prevent crimes from happening in the first place, rather than merely punishing offenders after the fact. He believes that true justice lies in pre-emptive action and understanding the root causes of criminal behavior, a perspective that guides his investigative methods to this day.
Despite his numerous achievements and the significant influence he wields, Heizou has no ambition for promotion within the Tenryou Commission. Many of his associates, inspired by his successes, have advanced their careers, yet Heizou remains a Doushin. He understands that his unique reputation and proven ability grant him more sway than any official title could, allowing him to operate with fewer constraints. His cousin, Kano Nana, a Shrine Maiden, once considered complaining about his stagnant rank, but Heizou calmly explained his rationale, assuring her that his current standing is ideal for his work. He also famously rejects the notion of needing a physical assistant, claiming that his intuition is his sole, indispensable partner in solving cases, often to the amusement of his fellow Doushin.
Heizou’s philosophy on conflict reflects his intellectual approach to crime-solving: he views physical confrontation as a last resort and an inferior means of subduing suspects, preferring to outwit them with his keen mind. This made his participation in the Tenryou Commission’s intra-station Martial Arts Competition a complete surprise. Many perceived him as a purely intellectual figure, unused to direct combat. However, wielding nothing but his bare fists – since Vision usage was forbidden – Heizou stunned everyone by effortlessly advancing to the finals. His astonishing skill culminated in a legendary spar with Kujou Sara, the General of the Tenryou Commission. Even though the official rules of their match resulted in Sara’s technical victory, she acknowledged Heizou’s extraordinary martial prowess, admitting that under different circumstances, the outcome might have been entirely different. This demonstration proved that Heizou’s intelligence is matched by a formidable physical capability, a testament to his comprehensive dedication to his craft.
